Furby: The Talking Robot Toy the NSA Actually Banned
A fuzzy, owl-eyed toy that seemed to learn English on its own triggered both a holiday shopping frenzy and a genuine national-security scare.
For a few genuinely strange weeks in late 1998, America’s National Security Agency issued an internal memo banning a children’s toy from its buildings, worried that its owl-eyed, chattering electronic occupant might be secretly recording classified conversations. The toy in question, Furby, was in the middle of becoming one of the most successful holiday gifts in toy industry history — and the paranoia around it, however overblown, said a lot about how genuinely unsettling its core gimmick felt to people encountering it for the first time.
A Toy That Seemed to Learn
Furby was created by Dave Hampton and Caleb Chung and released by Tiger Electronics in October 1998, designed around a single, carefully engineered illusion: the toy appeared to start out speaking only “Furbish,” a made-up language of chirps and simple words, and gradually seemed to pick up English phrases the longer it was played with, as if it were genuinely learning from its owner. In reality, the English phrases were pre-programmed and simply triggered on a timer regardless of how the toy was actually interacted with, but the effect — a toy that seemed to become less alien and more familiar the longer you owned it — was remarkably convincing to children and no small number of adults, and became the entire engine of the toy’s word-of-mouth appeal.
Sensors Instead of Buttons
Physically, Furby used a set of internal sensors — for light, touch, sound, and orientation — rather than the buttons found on most electronic toys of the era, allowing it to respond to being tickled, turned upside down, or spoken near, deepening the illusion of a genuinely responsive creature rather than a scripted device. It would eventually “fall asleep” if left alone in darkness and could react to a second nearby Furby “talking” to it, a feature that added to the sense — genuinely eerie to some early owners — that Furbies were communicating with each other independently of their owners’ input.
The Holiday Shortage
Furby launched into a holiday season that quickly turned into a full-blown shortage panic reminiscent of the Cabbage Patch Kids scramble a decade and a half earlier. Tiger Electronics sold around 1.8 million units in just the final months of 1998, and demand vastly outstripped supply through the following year as well, with resale prices on the newly significant online auction market climbing to many multiples of the roughly thirty-dollar retail price. Tiger scrambled to expand manufacturing, eventually selling around 40 million Furbies over the toy’s first three years on the market, making it one of the best-selling toys of the entire decade.
Why the NSA Got Nervous
The National Security Agency’s concern, made public through a leaked internal memo in early 1999, centered on Furby’s built-in voice-recording and playback capability — a genuine feature that allowed the toy to repeat back short phrases it “heard.” Security officials, reasonably cautious but working from an incomplete understanding of the toy’s actual hardware, worried that Furbies brought into secure facilities might record classified conversations and later play them back inadvertently, or that the devices might somehow transmit recorded audio elsewhere. Tiger Electronics publicly clarified that Furbies had no actual capacity to record or transmit external audio — their apparent “learning” was pre-programmed rather than genuinely responsive to specific recorded speech — but the NSA’s ban stood regardless, becoming one of the more memorable and frequently retold stories of late-1990s toy-industry paranoia, right alongside genuine, more grounded debates at the time about a new generation of “smart” toys and what data, if any, they might actually be capturing.
A Genuinely Novel Piece of Engineering
Setting the security scare aside, Furby represented a real technical achievement for a mass-market toy at its price point — a functioning, if simple, expert system running on custom silicon, combining multiple sensor inputs with a scripted but responsive-feeling behavior tree, at a moment when most children’s electronic toys were still built around straightforward button-press-to-sound-effect logic. Caleb Chung, one of its creators, would go on to apply similar animatronic and sensor-based design principles to later robotics projects, and Furby is still cited within toy design circles as an early, influential example of a consumer product engineered specifically around the psychology of perceived learning and attachment, well before “smart” became a standard marketing word for children’s electronics.
Furby’s Long Second Life
Tiger relaunched Furby in redesigned forms across the 2000s and 2010s, including versions with more sophisticated interactivity and companion apps, though none matched the specific cultural saturation of the original 1998-99 launch. What’s endured most strongly in nostalgic memory is the specific, slightly uncanny experience of the original toy — the sense that something small and unfamiliar in your bedroom was slowly, mysteriously becoming less unfamiliar, chattering to itself in the dark, occasionally waking other Furbies in the room with a chirp that felt, at the time, just a little too much like genuine conversation for comfort.
